Neering was a Michigan Conservation officer, specializing in fish. He was born in Mich. on Dec. 25, 1890 and died there in Oct. 1972. (Information from the Social Security Death Benefits.) The 1925 Clark-McNary Act expanded the provisions of 1911 Federal legislation creating the National Forest System (Weeks Law).
